Nigeria Leads Africa in Online Gambling Regulation – GCI

Nigeria has the lowest unregulated online gambling market share in Africa, according to a new GCI report.

A new report by Gaming Compliance International (GCI) reveals that Africa's online gambling Gross Gaming Revenue reached $23 billion in 2025. However, the market remains heavily unregulated, with $17.8 billion (77%) generated by unlicensed operators. Nigeria is identified as a regional leader in regulation, maintaining the lowest unregulated market share at 56%, compared to the African average of 77%.

The report highlights significant growth in participation, with 215 million people engaging in online gambling across Africa in 2025. This rise in activity, coupled with the prevalence of unlicensed platforms, has resulted in an estimated $3.55 billion loss in tax revenue for African governments. GCI experts urge governments to develop competitive, regulated markets to protect consumers and increase public revenue.
