Ukraine's state agency PlayCity has initiated a tender to create a software module enabling automated restrictions on military personnel's access to gambling. The module will integrate the Register of Persons Restricted from Access to Gambling with the State Register of Military Personnel through the Trembita system. Once developed, PlayCity and the Ministry of Defense will test the system by December 24, 2026. During registration or login, gambling operators will query the restricted persons register, and if no restriction exists, the system will cross-check military status. If restrictions apply, access is blocked without disclosing sensitive military details to operators. Existing self-exclusion mechanisms allow citizens to voluntarily restrict access for six months to three years, while first-degree relatives or legal representatives can also file applications. The Ministry of Digital Transformation is developing a draft strategy to combat gambling addiction by 2035, balancing citizen protection, tax revenue, and market regulation.
