The Downstream Development Authority of the Quapaw Nation voted 5-0 on Thursday to terminate Matt Harkness, general manager, and Carlton Saffa, chief market officer, of Saracen Casino Resort in Pine Bluff. The resolution accuses them of creating and marketing a competing company called "GamePhysics" within the Arkansas gambling industry, mismanaging Saracen's finances, and approving sponsorships and donations beyond policy limits without required approval. The resolution now requires approval from the Quapaw Nation Business Committee. In June, Saracen opened a new 318-room hotel as part of a $300 million expansion that began in May 2024, bringing total investment to nearly $600 million since the casino opened in 2020.
