Gambling regulator fines Singapore Pools, MBS and RWS total of $275,000 for non-compliance
Summary
The Gambling Regulatory Authority (GRA) fined Singapore Pools, Marina Bay Sands (MBS) and Resorts World Sentosa (RWS) a total of $275,000 for non-compliance, according to its annual report released on October 6. Singapore Pools and MBS were each fined $100,000, while RWS was fined $75,000. Singapore Pools inadvertently allowed a self-excluded person to place bets because its system failed to re-verify exclusion status when the person updated identification documents; the breach was self-discovered in April 2024 and reported to GRA, the account was suspended within 30 minutes, and the system lapse has since been rectified. MBS breached the Casino Control (Advertising) Regulations by giving additional draw and promotion chances under its non-gaming membership programme to certain members based on casino gaming activities from 2018 to 2023 without GRA's prior approval. RWS incorrectly maintained casino membership tiers under its approved casino membership programme between March 2022 and June 2023 due to application system-related errors, which it reported and addressed. Separately, the Auditor-General's Office flagged unrelated breaches involving the same operators, including 120 excluded individuals who entered MBS and RWS casinos from 2023 to 2025 and 79 unclosed Singapore Pools accounts held by excluded persons; those lapses were attributed to system issues and rectified as at February 2026, with investigations ongoing.
