New Jersey Mandates New Responsible Gambling Rules
Summary
New Jersey has introduced legally enforceable responsible-gambling requirements for online betting and casino operators, making it the first US state to mandate data-driven standards of this kind. Attorney General Jennifer Davenport and the Division of Gaming Enforcement announced the regulations alongside free access to RecoverMe, a cognitive behavioral therapy app for gambling problems. Operators must appoint a responsible-gambling lead, use mandatory player activity thresholds and behavioral triggers to flag potentially harmful patterns, conduct due-diligence reviews, and apply a three-phase intervention process. At the highest phase, a live conversation between the responsible-gambling lead and the patron is required. If a customer remains at risk after intervention, the operator must close the account. Governor Mikie Sherrill said the measures strengthen protections for online gambling users. Separately, New Jersey renewed its legal challenge against prediction market platforms such as Kalshi and Polymarket, asking the US Supreme Court to review a Third Circuit ruling that placed sports event contracts under federal commodities law. The state is supported by 39 states, the District of Columbia, 146 tribal nations and organizations, the NFL and industry groups. Free RecoverMe access was also announced for New Jersey residents, offering assessments, therapy sessions and crisis support.
