Netherlands Gambling Authority Issues Record €37 Million Fine to EOD Code SRL for Twelve Unlicensed Casino Brands
Summary
The Netherlands Gambling Authority (Kansspelautoriteit, or Ksa) has fined EOD Code SRL €37 million for offering online gambling to Dutch players without a licence. Announced on 22 October 2026, the penalty is the largest the regulator has imposed for illegal gambling to date, calculated on an estimate of the company's Dutch turnover rather than standard fine tables. EOD Code SRL, registered in Costa Rica, operated twelve unlicensed casino brands that accepted customers from the Netherlands; the case began with a single brand, Instantcasino, before investigators linked eleven more sites to the same operator, including Skyhills, Slotmonster, Betiro, Fastslots, Goldenpanda and Winningz, none of which held a Dutch licence.
Ksa staff signed up and played on several of the sites, which had no measures to block players based in the Netherlands. Aggravating factors included no visible age checks and the acceptance of cryptocurrency and other anonymous payment options, which the Ksa noted make money laundering easier. EOD Code had already been served with an order subject to penalty payments for the same activities before the fine was issued.
Under normal policy the Ksa uses set base amounts for fines, but in this instance it determined those amounts would be out of proportion to earnings from Dutch players and instead applied a turnover-related fine. The decision surpasses the €25 million fine issued against Novatech earlier this year, and the full decision is published on the Kansspelautoriteit website.
