KSA Scan Shows Dutch Licensed Gambling GGR Contracted to EUR 4.1 Billion in 2025
Summary
The Dutch Gaming Authority (KSA) published its annual market scan and first-half 2026 monitoring report, documenting a contraction in the Netherlands licensed gambling sector for 2025. Gross gaming revenue reached EUR 4.1 billion, down from EUR 4.5 billion the year before, driven by higher taxes and new player protections including a net deposit limit. iGaming GGR dropped 18.2% to EUR 923.4 million, online betting GGR fell 30.2% to EUR 251.2 million, and land-based GGR declined 4.7%, with arcade machines producing EUR 539 million and hospitality venues EUR 104 million. Holland Casino, the sole land-based casino operator, increased GGR by 2.8% to EUR 683 million on stronger slot performance. In the first half of 2026, online GGR rebounded to EUR 670 million from EUR 602 million in the second half of 2025, with casino gaming contributing EUR 492 million and sports betting EUR 163 million, the latter lifted by the FIFA World Cup. Online accounts reached 1.48 million, against KSA estimates of 490,000 monthly gamblers and 820,000 total participants in the period. Player channelization hit 94% while GGR channelization climbed to 59%. Treatment demand for gambling addiction rose 14% in 2025 over 2024. In the first half of 2026, high-risk numbers held steady, moderate-risk cases fell and low-risk cases rose. These harm indicators sit alongside the revenue contraction and partial channelization improvement, showing the direct tension between tighter protections and licensed market performance. The KSA will need to track whether the 2026 uptick persists as rules on deposits and advertising continue to evolve.
