ANJ: 60% of France’s Online Gambling Revenue Comes from High-Risk Players
Summary
France's gambling regulator, the Autorité Nationale des Jeux (ANJ), has released data indicating that 60% of the country's online gambling revenue is generated by high-risk players. A new risk-scoring algorithm identified approximately 600,000 gamblers with a high probability of excessive play in the second half of 2025. This group, representing 8.7% of all account-based players, generated €1.2 billion in gross gaming revenue. The findings suggest that a disproportionate amount of industry revenue is concentrated among vulnerable users, challenging the argument that most revenue comes from recreational players. The algorithm uses 23 risk indicators, including financial movements and play frequency, to categorize players into four groups. Roughly 300,000 players were classified as 'manifestly excessive,' a number that is rising faster than the total player base. While operators have improved at identifying excessive gamblers, flagging 89,000 in 2025 compared to 31,000 the previous year, this still falls short of the algorithm's estimates. The ANJ stated that the tool provides a benchmark for operators to meet their legal duties to support vulnerable customers.
