Singapore Audit Flags Casino Entry and Gambling Control Lapses

A report from Singapore’s Auditor-General’s Office (AGO) has identified numerous regulatory and governance shortcomings, specifically regarding gambling controls overseen by the Gambling Regulatory Authority (GRA). The audit uncovered 419 gambling-related lapses between April 2023 and March 2025, including 194 instances where casino employees bypassed gambling prohibitions by entering integrated resorts through public access routes.
Furthermore, the audit found that 120 individuals subject to exclusion orders successfully entered casinos, with some using mismatched identification to evade detection. The report also highlighted failures in online gambling controls, noting that 79 Singapore Pools accounts belonging to excluded persons remained active, resulting in significant unauthorized betting. These issues were attributed to data migration errors and incomplete screening logic.
In response, the GRA has instructed casino operators at Marina Bay Sands and Resorts World Sentosa to reinforce employee obligations. The regulator also plans to conduct targeted data-driven checks by June 2027 to strengthen oversight and prevent future breaches.
